Usability & accessibility: alt text for up/down arrows in charts

I don't mean tooltips (TITLE text), but ALT text: a text-based replacement for when images don't load or are unavailable. Unicode up and down arrows would be fine. It'd be helpful for people with text-based browsers or screen readers, or for anyone copying and pasting a chart.

I have this problem too when a page fails to load properly on my dial-up connection, a text substitute would be nice so I don't have to reload pages.
